The bombs whistling through the calm Sunday sky did more than blast holes in the steel skins of dozing battleships . Out of the pools of blazing oil came a mythology that transformed a little piece of Hawaiian paradise into a synonym for betrayal , a rallying cry for vigilance , and a battle flag for the vengeance of a wrathful

nation . As the 1940 presidential campaign was approaching its conclusion , President Franklin Roosevelt (FDR ) running for an unprecedented third term of office delivered an address in Boston on October 30 . He stated undoubtedly his position on American participation in the war in Europe between Hitler 's Germany and Churchill 's England and in the conflict being fought between China and Japan "I have said this before , but I shall say it again and again and again : Your boys are not going to be sent into foreign wars " Moreover on October 23 , in Philadelphia , Roosevelt had assured the American people "There is no secret treaty , no secret obligation , no secret commitment , and no secret understanding , in any shape or form , direct or indirect , with any government , or any other nation in any part of the world , to involve this nation in any war or for any other purpose . Most Americans , having taken the president at his word , were shocked and infuriated by the Japanese attack on American military installations at Pearl Harbor on December 7 , 1941 . Americans were at peace , and , the president said , the government was doing everything possible to keep them at peace . It was the Sunday morning attack on Pearl Harbor , and it began the United States ' direct participation in World War II and ended the careers of the islands ' two top military commanders , both of whom had stellar service jackets . The Japanese attack appeared unprovoked and dastardly . America was the innocent victim of naked aggression . However one important question remains : Does the blame for the Pearl Harbor disaster revert to President Roosevelt for the surprise attack and for the lack of American preparedness

Yet , Roosevelt believed that provoking Japan into an attack on Hawaii was the only option he had in 1941 to overcome the powerful America First non-interventionist movement led by aviation hero Charles Lindbergh .
