The police department can institute programs designed at raising employee awareness about the treatment of minorities . Besides , the administration can pay attention to increasing minority proportions to levels where they adequately reflect the composition of the general population . Evidence shows that Jewish groups , for instance , are subject to persecution when they make up less than 13 of the group when they cross this threshold , they are better able to withstand discrimination The same can be true for all minorities
