The study focuses on the potential of using zero based budgeting in the public sector in line with the case study of general budgeting in the state of Qatar . The study meets the objectives of budgeting that involve mapping , controlling , coordinating , communicating , instructing authorising , motivating , performance measurement and decision making Zero based budgeting ensures public sector independence by involving

clear , strong , and effective decision makers who prevent any type of disturbing decisions which might affect the decision quality . Zero based budgeting increases competition between public sectors in Qatar to achieve the highest efficiency and the budgeting technique that affects the decision making process by involving all decision makers and operation managers in state corporation in the budgeting process . This makes zero based budgeting technique to be suitable in the best performance type for the public sector due to its transparency and accountability in nature . Zero based budgeting affects management behaviour by acting as a motivational tool in the manner in which managers carry out their tasks . The study also outlines and evaluates incremental budgeting and contrasts between zero based budgeting and incremental budgeting technique . The use of quantitative techniques in budgeting is also discussed .
