A standard process by which the policy system is formalized should be established The policy would include ways in which the internal structures of the organization would be arranged and the decision-making process that would be enabled . It also includes the relations to the external environment and its associations with medical science and technology These have several elements including : -

Decision-making forms a very important role in the policy making . The entire decision-making does not occur in one stage and does not involve members from within the organization only . Significantly decision-making takes place at various stages in the policy-making including preparation , planning , strategizing , implementation , follow up and evaluation .
