ABSTRACT

Crime has escalated in sophistication and numbers even as the police employ advanced technology . The police have responded by engaging informal social controls in formal police work drawing from theories that promote active participation by the community in war on crime . The informal controls such community policing address crime in the context in which it occurs in the community . Community policing is a partnership of the members of the community and the police . While it

was successful in some areas , it has largely failed on the whole to lower crime . It has been undermined by political motives and lack of commitment , which if rectified the philosophy would be highly successful in mobilizing the society in fighting crime

Problem statement

Informal social controls are being applied in contemporary policing to make it more whole some . Informal controls such as community policing deals with crime in the context in which it occurs . Such an integrated control system , while not replacing the punitive measures , tries to prevent crime from occurring in the first place . Community policing builds on closer police citizen ties in fighting crime . The people assist the police in making the neighborhood safer

Application of community policing has not had the full desired effects in most areas . This is especially so in poor neighborhood where police citizen relationship remains estranged . This has been precipitated by lack of commitment on the point of police and diversion from the original aim (Segrave , Marie and Ratcliffe , Jerry , 2004

The philosophy however is still workable and can achieve singleness of purpose .between the police and the community in reducing crime . With proper planning and organization the objectives can be met

Theory review

The Broken Windows Theory of crime by G . Kelling and J Wilson states that dis in society leads to crime prevalence . To explain it the criminologists argued that when a broken window remains in disrepair , it encourages people to shatter more windows since it seems like nobody is on guarding . The destruction will then overflow beyond the house to the adjacent area and finally the neighborhood . A trashy neighborhood and a state of general unkemptness would have the same effects People feel that they can get away with anything . A properly maintained building or neighborhood depicts a picture of good management and presence of authority . Dis also makes residents feel more insecure and become more timid . This timidity emboldens the criminals in their activities (Cisneros H .G 1995

In crime control today , the community members should be encouraged to maintain their neighborhoods and hours in to deter potential criminals especially the youthful mobs . This sends a clear message to rowdy youths that any misbehavior will not be condemned in the area . The police and community should organize clean ups and rehabilitations in crime prone neighborhood to reduce crime .
