The motivation to create such an experiment came from Chief Clarence Kelly and within the Kansas City Police Department . Chief Clarence Kelly is formally known as the Chief of the Kansas City Police Department in 1971 . Chief Kelly main purpose for the experiment was to increase safety and security to the public and decrease crime rates The Police Foundation supplied funds and helped in developing the experimentation (Kelling , Pate , Dieckman Brown , 2003 ,

The Police Foundation states that

The experiment asked the following questions : Would citizens notice changes in the level of police patrol ? Would different levels of visible police patrol affect recorded crime or the outcome of victim surveys Would citizen fear of crime and attendant behavior change as a result of differing patrol levels ? Would their degree of satisfaction with police change ? 6

The answers to these questions were collected from , analyzing reports of crime rates surveys that were taken by the victims and community businesses information that was collected during arrests and appointed bystanders whose job was to observe the scenery (Police Foundations 2006 . Some of the surveys that were used were community surveys commercial survey , encounter surveys for citizens , officers and observers , -committed time surveys , response time surveys for observers and citizens , HRD surveys and officer questionnaire (Kelling et al , 2003 ,
