so that they do not start school at a disadvantage . Relative to this , early assessments must be used not to sort children but to gain information for teaching and for potential early interventions
Lastly , all students are worthy of high-quality programs that consist of significant mathematics presented in a manner that respects both the mathematics and the nature of young children . These activities should build on and extend students ' informal and intuitive mathematical knowledge . They should be grounded in a learning of child development and offer environments that persuade students to become active learners and encourage them to accept new challenges . Teachers should help students to acquire a strong conceptual framework while at the same time developing and encouraging students ' knowledge and skills and their natural inclination to solve problems .
