In addressing the issues of security Barnett says that four factors are needed : people , energy , money and security Critique and Conclusion Barnett 's book appears to be a justification of the strategy of the United States in its dealing with Afghanistan and Iraq . Moreover , he appears to be extending the line of argument President Bush used in the War Against Terror : whoever is not with us is against

us ' As such by defining the world in terms of those who are similar to the United States , it appears to disregard cultural and economic differences in international relations . International relations is truly a difficult arena to maintain peace and . As the only remaining Superpower in the world , the United States need to redefine its role in the world . In the twenty-first century where suicide bombers proliferate , where the Internet shrinks the world , and where increasing cooperation and integration are occurring in the world , the United States is trying to redefine its security strategy . Barnett 's work is an attempt to provide such a framework . However , the model he is proposing through the division of the world between the Core and the Gap countries are a little too simplistic and may need to be further enhanced and developed to take into account the complexity of international relations
