The Act gives the federal officials a much higher authority to cut off or interrupt communication in regard to law enforcement and foreign intelligence gatherings . It gives the treasury secretary the authority to fight corruption in the US financial institutions the main purpose for this move by the US government was to clean up and legalize the dealings of the financial institutions especially with

foreign money and prevent funding of terrorist groups by individuals and institutions (Scheppler 98

The Act also protects the US bs against entry by foreign terrorists as well as detaining and removing the terrorists who may have already found their way into the country it also creates new procedures on crimes and penalties for use against any internal or international terrorists who may pose as danger of terrorism into the country (Hulnick 139

However , some of the USA citizens and patriots have responded in favor of the bill while others have rejected it and called for it to be rescinded . Critics argue that the provisions in the Act should not have been implemented in the first place as they go too far in dealing with terrorism and the US financial institutions while others argue that the Act does not go far enough and therefore needs to be enhanced in to be stricter on terrorism . Those not in favor of the Act say that it is illegal and violates the rights of the American citizens , they further say that although citizens need more protection against terrorism , they should not be forced to give up some of their freedom hence parts or the whole Act should be rescinded so as not to risk the Americans privacy , liberties and rights at risk especially those of the law abiding citizens

According to (Doyle 234 , Legislative proposals of the PATRIOT (The Provide Appropriate Tools Required to Intercept and Obstruct Terrorism Act was introduced by the US government only eight days after the terrorist attacks on the September 11th 2001 , and later introduced as the Uniting and Strengthening America (USA ) Act on October 12th 2001 .This Act was based on anti-terrorism Act . After being introduced in the senate , amendments on interception of computer trespasser communications and the access to business records were amended . The 324 paged and extremely complicated Acts only took 45 days for it to be drafted , debated , passed and finally signed into law by President George Bush on October 2001 . The Act was only opposed by one vote from Russ Feingold who objected the way the bill was passed , the wiretapping access to business records and change of the detention and the deportation laws for the migrants
