One of the most controversial laws enacted by the United States Congress under the term of former President George W . Bush is the USA PATRIOT Act , which stands for Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001 . This anti-terrorism Act was enacted following the September 11 event that forever changed the course of modern history .
