One of the most controversial laws enacted by the United States Congress under the term of former President George W . Bush is the USA PATRIOT Act , which stands for Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001 . This anti-terrorism Act was enacted following the September 11 event that forever changed the course of modern history . Under the law , the government and its law enforcement agencies have increased power

and authority to crack down on so-called international terrorist organizations , intercept all kinds of communications , and give the United States unbridled foreign intelligence gathering on the premise of tracking down suspected terrorist groups within its bs and abroad

The passage of the law also increases the authority of the Secretary of Treasury to control and restrict financial transactions of foreign entities and individuals and gives extensive discretionary power to immigration authorities and law enforcement agencies in arresting deporting and restraining foreign nationals suspected of engaging in terrorist activities within the United States ' territory . Since the law aims to protect the United States and its citizens from terrorism , its controversial provisions include surveillance procedures , provisions on anti-money laundering , b security , victims and families of victims of terrorism , provisions defining terrorism , improved intelligence , and reauthorizations
