In any organization regardless of their mission and vision , a key element plays the important role of guiding its members and ensures that their purpose is fulfilled . A leader does just that . Though achieving their goals are their main concerns , rules and proper procedures should not be neglected , but rather given the same significance as their goals .In the case of Rampart CRASH , neither of the two was

given the needed attention , which resulted to the heinous involvement of some of their officers in criminal activities and grave misconduct

Three separate incidents that occurred during 1997 and 1998 which includes a bank robbery , false imprisonment and beating of an arrestee and the theft of cocaine from the Department 's Property Division were apparently closely rooted . Investigations into these incidents led to the arrest and dismissal of officers from Rampart CRASH or were previously assigned to the station . Widespread allegations that a possible Departmentwide corruption may have been occurring alarmed the Police Department . Due to the gravity of the events , Los Angeles Chief of Police Bernard C . Parks formed a special Task Force to conduct a thorough investigation into the matter

The subcommittee findings showed that the officers involved had pre-employment background issues that would have disqualified them from being hired in the first place . Also , occurring instances of inadequate supervision and inefficient management controls proved to be a very significant factor that contributed in the events that took place . The demographics and culture of Rampart also played a critical role in the philosophy and behavior of its officers , and even their supervisors and commanding officers

Employment Background

Aspiring applicants must first pass a written exam , and then a panel will interview each applicant and will be given a numeric score , which places him or her on a civil service list . A medical exam , and psychological assessment and background investigation will be conducted if the candidate is chosen .
