In those businesses that mostly use computers , information and data that is found within the information system usually are restricted and people who access them have different level of access There should be a framework in which different information can be accessed , e .g . not all the people are supposed

to access the financial status of the business . When the workers in certain organization are structured , the information that they access are specified which means that the confidentiality and privacy of the organization is maintained In addition , it prevents altering of information , intrusion of viruses and provision of physical security is easy (James 2006 , pp . 23 - 26
Congress passed the Computer Security Act that stipulated certain policies and directives when design the security structure of an organization and implementing it (Richard 2007 , pp . 67 - 68
Government has developed different mandates that include certification of IT security , requirements for hiring individuals , and measures in increasing liability and responsibility of employers and workers
In the Defense Department (DOD ) as an example , they are supposed to obtain accredited certificate in computer security . The workers are supposed to have at least one certificate from 13 that the department directed (Peter 2007 , pp . 34 - 37
In applying such techniques and the knowledge that is obtained from such courses the workers are conscious in terms of their duties . They will have to ensure what they obtained from the course , and conditions that are stipulated in such certificates are meet or they will have to face legal and responsibility penalties . Hence , makes them responsible and liable
Due to the enforcement of certain certification such as the one that was implemented in DOD - Defense Department , it could make the supply and demand curve out of balance . This is because the certification course would require five years experience in advance (Peter 2007 , pp . 34 - 37
Consequently , employment cost could drastically increase in any issue that is associated with the government employment and contracts . This means that all employers would have to define the issue on IT security roles and job specifications this is according to the Homeland Security Presidential Directive 12
