The evolution of the influenza virus over time tramples on the efforts resulting from these research , studies , and experimentations of providing vaccines that would avoid the viral infections . The virus has caused innumerable deaths annually in the country and has increased national expenses under the health budget

dependent on the inclination and preparedness of the government to counter possible outbreaks in the future . The federal level of government is required to utilize all powers of the U .S . government in implementing the policies governing the national strategy , including collaboration with international organization such as the World Health Organization , Food and Agriculture Organization , and other organizations , as well as coordinating strategic plans to states and private sectors , to specifically look for scientific ways in countering the influenza virus at a more permanent position . Moreover all levels of government must be able to communicate vital and significant information to each other in due time . They should also be able to guide private sectors and citizens regarding community preparedness , prevention measures , and rehabilitation procedures . The federal government also musters the help from other agencies such as the Office of Civilian Defense and the Federal Emergency Management Agency

The Office of Civilian Defense (OCD ) was established to focus on and provide services and protection for the citizens of the country , in wars and other emergency situations . OCD is also responsible for soliciting the help of volunteers who are willing and are able to extend their help to those citizens who are in need . The Federal Emergency Management (FEMA , on the other hand , focuses on lessening the number of deaths of citizens due to disasters , wars , and other emergencies , as well as the loss of infrastructures and establishments in the country . FEMA is also involved in accomplishing the mission of the National Response Plan which ensures the security of the nation , including its people and properties , from disastrous events and tragedies...
