1 . The search for a minority recruitment director addressed the immediate problems facing the police force . Minorities felt that they were discriminated against by those charged with the duty of hiring new recruits . Further , in law enforcement activities , Hispanics and blacks were of the opinion that they were unfairly targeted by the police as offenders and possible suspects . Racial discrimination and harassment were the of the day according to the public

In addition to these concerns the police force was accused of

not paying enough attention to its core duties of fighting crime and drug activities . Instead of dealing effectively with these issues the police were deemed to be preoccupied with petty crime and traffic offenses . The hiring of Willie Jones increased the ratio of coloreds employed during the recruitment process . He gained the respect of other police within the ranks and was instrumental in maintaining discipline among the new recruits

However despite achieving a level of racial parity in the employment of new recruits , Jones was handicapped in some areas . This included selling his vision to the established white officers in the force who may have been slow to take up the new policy of racial integration . Thus the dropout rate was still high after new recruits joined the force . Morale among the recruits did not rise and most of them felt that the working conditions were not conducive for them . As a political institution Jones would need to be adept at working the politicians to ensure that he gained all the support he could from the public and important politicians . His poor networking skills worked against him and these duties were handled by someone else . Thus although Jones managed to resolve the immediate problem , his performance outcomes for the other issues that evolved were wanting

2 . Jones was the best candidate for the job at the time of his appointment . The force needed to shed its image as a racist institution that harassed people from the `wrong background ' at will . By scouting for new recruits from the community , he showed his prowess in the field of hiring personnel . However by failing to keep the morale of the workers at an all time high , he missed the mark as an effective leader Further , that the white officers that were paired with the new recruits did not entirely share his vision showed that he did not have the capacity to sell his ideas and ensure that his dream gained acceptance This meant that his efforts were sabotaged from within and his performance outcomes were below par
