Its Utilitarian foundation seeks to give the greatest good to the greatest number . The Founding Fathers had wanted justice for all and so it is , until today . American democratic institutions support and ensure that this ideal is carried out . These institutions not only safeguard individual rights and freedoms , they also ensure the people 's compliance to their duties and responsibilities to the state . In the conduct of state affairs , society is guided by reason and not by forces of emotion lessons from history , or sectarian dictates . An example would be an unconstitutional change of leadership or government . Equal opportunities for all men in a just society is characteristic of liberal tendencies that underscores impartiality . Along with Liberalism the state promotes tolerance of the differences in religion , gender ethnicity , sexual preferences , physical and mental abilities .
