Introduction A 2006 survey conducted with American families reflected that "fire in the home " is the top most concern among the list of natural or man made disasters (Blume 2006 . Rightfully so because the United States has the highest fire rate in the world , with 13 .1 fatalities out of every 1 million affected population (Iowa State University 2001 . In fact , New York City alone recorded more fires than the whole country of Japan in 2001 . Suffice it to say , Fire Fighters in the United States are the most overworked in the world . And any given Fire Department in the country responds to fire at least every 16 seconds . The Fire Fighter promises to protect people 's lives and property through fighting fires (Lansing University . Since the United States has the most number of fire occurrences in a year , it is safe then to assume that Fire Fighters in the country must have the best equipment and training in the world . However , the responsibility to control the occurrence of fires should not be placed solely on the Fire Fighters . The general public should also do its part . Hence , prevention of fires must be a proactive team campaign between the Fire Fighters and the people they pledge to protect . The questions are what should people know about fires and what should they do to prevent them (Zhang , Lee , Lee , Clinton 2006 . The purpose of this is to raise awareness with regards to the role of the public in preventing fires .
