The proposal was overseen by comrade Vyacheslav Molotov , Soviet foreign Minster and Joachim von Ribbentrop , representative for the foreign relations in Nazi-Germany . The protocol is mainly considered to be a non-aggression treaty , which comrade Stalin believes to be a solution to the `Baltic problem ' as the agreement also stipulates a provision of eastern territories . The great motherland would be sharing territories as that of Nazi-Germany which includes Poland , Latvia , Estonia , and Finland to be under control of Soviet Russia
