But if government institutions and the people are prepared , the damage can be decreased or avoided . Effective disaster management requires the involvement of the members of the government bureaucracy as well as the people

On the other hand the NGOs , through their neutrality and technical expertise have added advantage in reaching out to communities who have sensitive local traditions or cultures .
