The role of Liverpool City Council to offer public service is immensely important to warrant the consideration of its effectiveness . It also plays a major role in the employment of the local population , local investor as well as purchaser . The history of the council bears images of high taxes in line with poor service delivery to the people , a situation that faced reform after the 1998 elections aiming at improved operations at reasonably effective costs , which

was an uphill task . the service delivery was an inverse of its high taxes and records indicated deficits of the tune of 23 million . The fact that Liverpool is a very significant city was instrumental to the requirement to upgrade it to a premier level which is un uphill task in the realization of the fact that the city is rated third from the bottom , which is not just poor but extremely poor

The council offices were characterized by huge piles of s that if one of them was required , then substantial time was needed to retrieve it . Inefficiencies were rampart in the answering of incoming calls , low quality of pay roll services as well as high levels of absenteeism . The entire organization was in a state of collapse and employees performed in an atmosphere of low morale just to escape blame . There was a need to transform this institution to an European city of premier class capable of generating a competitive economy with an environment that is safer and healthier for the entire community and life chances for all the individuals

To achieve the intended status of the city , the council has to improve on the quality of its services by doing the right thing in the first place . Education of the citizens of this council has to be on the forefront . By the creation of a culture that is enterprising employment to the local people can be achieved while the business environment is made friendly to attract investors . This goals should be realized without increases in taxes as has been the tradition of the council . This was the responsibility of the incoming CEO of LC C aiming to accomplishing the mission of the dramatic improvements of the quality of the councils services at a reduced cost and ensuring that the councils taxes to the citizens are at minimal . The CEO therefore has to devise the means with the highest efficiency as well as effectiveness at his disposal so as to realize these dramatic changes required to transform the council . The most effective tool to bring about the desired changes is the use of computer technology with the potential to the improvements of the operations of the council (De la , R , Cantal ,C R , 1999
