Since the situation involves a city utility line and a subdivision situated in the city , the district courts will have jurisdiction over the cases that may be d against the client , Mr . Al Jones . More specifically , the location of the city will determine which district court probable cases may be d and heard . Regardless of whether or not one of the plaintiffs is a foreigner or local citizen , the location where the act or omission took place will be the basis for identifying the proper district court that will have jurisdiction . Although deportation is an issue that may possibly allow a foreign court to hear the litigation case of a citizen once brought before such court the same context simply does not apply here . For one , there are no deportation issues . The issue involves an alleged discovery of an easement of a city utility line that fell within the property of another private individual . That alone is enough to say that the court that will have jurisdiction over the case is the proper district court .
