With more than 2 .3 million people incarcerated in American prisons , the United States faces a major challenge of meeting the ever rising budget . Since 1970s , the country has been experiencing an increased rate of juvenile crimes in almost all states . Even with several modifications made in the criminal justice system , it has become evident that there is still a high rate of recidivism . This raises concerns regarding the conviction and correction of juvenile criminals (Bayer and Pozen , 2005 The two dominant modes of correction are deterrence and Just Desert While deterrence is aimed at punishment and at the same time rehabilitating the youths , Just Desert advocate for the juveniles to spend a lot a good amount of their time in prison which gives the correction officers time to rehabilitate the youths
