Instead of focusing on policy-making based on the principle of self-interest , the Canadian International Development Agency (henceforth , CIDA ) has sought to expand the notion of

international cooperation in more human and critical directions . Basing their future policy direction on the maxim that security and development are inextricable intertwined , the Canadian vision for the 21st century seeks to promote a more just and equitable world which is more environmentally viable , where development is sustainable and education is universal , and where the benefits of greater economic integration are distributed across the globe . To this end , the CIDA hopes to involve Canadian diaspora throughout the world , in a bid to evolve a sense of global citizenship in which Canadians across the planet embrace the goals of the IPSD , which are

The advancement of Canadian values , the ethos of global citizenship , as well as greater equality and environmental sustainability

The resolution to work towards the achievement of the United Nations (henceforth , UN ) Millennium Development Goals (henceforth , MDGs

Reduction of global poverty with Canadian assistance and coordination with other donor countries and agencies

The development of viable and long-lasting solutions to poverty inequality and environmental degradation

The mobilization of Canadian society to effectively channelise efforts to reduce global poverty and inequality

The IPSD : An Overview

The principal line of thought assumed by the Policy Statement maintains that there remains a causal link between security and development

Security and development are inextricably linked .Development has to be the first line of defence for a collective security system that takes prevention seriously . [Combating] poverty will not only save millions of lives but also strengthen States ' capacity to combat terrorism organized crime and proliferation . Now , in the eyes of the policy-makers , Canadian interests are best served if international crises can be prevented altogether . Here , they propose two different methods of prevention : development assistance and development cooperation . The first is the simpler engagement , though it retains many long-term implications . Conflict-torn regions and peoples can only survive their predicament if public institutions - which are accountable - be built and civil societies empowered . Canadian development assistance would ensure that the vital steps towards this goal are taken . Development cooperation , on the other hand , is an elaborate process and requires more than the provision of aid and manpower . It needs agency at the level of policy-making , generating more equitable terms of trade and the promotion of economic freedom around the world
