I am writing this memo with the aim to evaluate the

opportunities and threats of entering the Ukrainian market of educational services . As globalization of business processes creates opportunities for expanding businesses , it also makes various resources available for use in manufacturing of goods and services . Globalization urges our company to seek new market potentials in other countries

Our business is connected with providing high quality educational services for governmental officials , political professionals , and democratic institutions . As you know , democracy is something which cannot grow independently : it should be taught , and it should be promoted . Our enterprise was one of those to offer educational services to the countries which have only recently transferred from communism to democracy . We are not a charitable organization , and our aim is to generate considerable revenues through expanding our business to the newly born democracies . In this context , Ukraine seems a very promising market for our enterprise : this new democratic country lacks significant democratic educational resources . It is one of the most successful and relatively stable economies among the countries of the ex-Soviet Union This is why we may expect that our company will successfully perform in and will be successfully integrated into the Ukrainian market of education services

Political and legal systems in Ukraine are being actively developed Ukraine is parliamentary democracy with separate executive , judicial and legislative branches . The president nominates the prime minister who must be confirmed by the parliament (Terterov , 2005 . Ukraine is a presidential democracy with the three distinct branches of the legal system . Although Ukraine displays positive trends in its economic development , its legal and political systems are still underdeveloped The short period of the Ukrainian independence has not been enough for the country to make its legal and political structures perfect . Various business entities and market formations frequently become the victims of political and legal misunderstandings . The judiciary lacks sufficient staff and funds , which endangers inefficiency and corruption and increases its dependence on the executive branch . Additional funding is needed to modernize the court system in general and to provide the courts with adequate facilities and equipment (Terterov , 2005

Ukraine is one of the few ex-Soviet countries , the elections in which can be considered free . Ukrainian political system creates acceptable conditions for the numerous political parties which would like to participate in elections , yet the relationships between the ruling party and the opposition are extremely tense and conflicting .
