Describe how the role of a CIO is different from that of a Traditional Computer Department Manager

The most important role of CIO is to balance the companies Information Technology with company 's strategic business objectives . CIO is the key executive for information assets , operations , and policy of the company Other responsibilities are such as looking after office automation tasks and support , network implementation , software development , information management , etc . A CIO has to be operational and understand how to build repeatable processes , reliable

systems , and the organization to run them

Compared to traditional role CIO 's task expanded to both strategic and tactical duties , as well as corporate policy direction . In the past a traditional computer department manager did not wary about such matters because of lack of IT infrastructure . However , most businesses today are so heavily dependent upon IT and hence CIO 's involvement in corporate politics is inevitable making the role of CIO more stressful , more business-oriented , and less hands-on . The duties of CIO 's require skills such as having a strong business background as well as core technical background . CIO should not play the role of a lead engineer or programmer . In to fulfill the goal of a CIO , he or she must be a positive leader , an effective communicator , a persuasive negotiator , and a customer-orientated individual . The CIO , like other central agency executive officers , needs to fulfill the demand of horizontal view shared by various government ministries and programs . The basic horizontal functions such as general policy and procedures to control financial aspect of the business to apply it with rapidly changing information technology

The traditional CIO role has expanded and hence to support CIO a CTO (Chief Technical Officer ) is needed . The responsibility of CTO is to design and recommend the proper technology solutions to help the CIO to support the business policy . In to retain the in house , the role of a CTO is needed . A CTO should be well educated and experienced in information technology , electrical engineering , or computer science

What new roles are required internally

Both small and big project has some types of organization structure that has different ways and requirements on how the people are organized . In every organization there might be a primary sponsor , project manager and a project team . Other key members are such as Analyst , Client , Client Project Manager , Designer , Project Manager , etc . In to develop projects , a detailed planning is needed which can take at least 50 of the development time and the bigger the project , the more thoroughly one should develop its outlines .
