The organization of Ikea wants to set up operations in Kava which is a significant island country in the South Pacific . In order to create an optimal resource allocation framework , the management should apply the decision making steps as applied in three consecutive processes : framing the problem , making the decision and evaluating the decision . Framing the problem consists of three smaller steps : identify the problem define criteria , goals and objectives , and evaluate effect of the problem . The next process consists of the steps of making the decision identify causes of the problem

The problem is the lack of adequate infrastructure . This is not only because of the threat of natural disasters but also because of the lack of a qualified workforce . Therefore the criteria for success in establishing a greater presence on Kava should be to create an organizational structure based upon contingency planning and workforce planning .
