The active duty family members and military retirees and their dependents are issued with a tan colored ID card giving them the privileges to access commissary exchange welfare and recreational facilities . In the military , anyone seeking military service provision must identify themselves as bonafide beneficiaries . The military ID card serves as a gate pass to accessing a number of benefits including going to the commissary , accessing child care , getting health care or even getting on base (Angela Bennet 2005 . The family members of military personnel and other dependants are provided with a tan colored DD form 1173-1 , guard and reserve dependent ID card .
