Abstract

The shock and horror that succeeded the 9 /11 terrorist attack on United States soil prompted major legal reforms that were aimed at ensuring that all Americans were safe from future terrorist attacks . While such reforms were necessary in laying the groundwork for the onslaught on terrorism , they comfortably trashed fundamental civil liberties and undermined individual constitutional rights . Key among these statutes

are the USA PATRIOT Act and the B Protection , Anti terrorism and Illegal Immigration Control Act [HR 4437] . The USA PATRIOT Act is credited with the implementation of the registration program , the voluntary interviews program , the student registration and tracking system , and the tightened b security network

The Arab and Muslim communities became the enemy aliens while the migrant laborers the illegal alien . Based on underlying ideologies of exclusion and exceptionalism , the American legal reformers instituted anti immigration and anti terrorism statutes that has resonated in the global security landscape ever since the fight against terrorism was launched . As strides towards the regulation of immigration continues , it remains to be seen whether the pursuit of national security interests will eventually obliterate the beauty of human rights and liberties
