California and indeed United States as a whole has had a long history with solar energy use . The first grid-supported photovoltaic system in California was installed by PGEC at Kerman in 1993 . It had an output of 500 KW . It became the first distributed power PV to be installed . In 1996 , the US Department of Energy and a consortium began to operate an upgraded solar power

tower known as Solar Two , which was an improvement of Solar One . This project gave a demonstration of storing solar energy economically and efficiently so that there is constant power supply even in the absence of sunshine . This project sparked a lot of interest in this sector . In 1996 , Governor Wilson signed the Assembly Bill 1890 This bill was meant to deregulate the investor-owned electric utilities by the state and instead create incentives for grid-tied PV systems . In 1997 , the Senate Bill 90 put into implementation the provisions of AB 1890 . It allowed for the direction of the activities of the Energy Commission related to renewable energy . In 2000 , SB 1345 directed EC to develop and run a grant for supporting the purchase and installation of solar energy . It chose small distributed generation systems .
