The evolution of human response to human needs in the United States has been greatly determined by changing economic and social conditions (Trattner , 1999 . In the early the years the United States was a country with dominated by an agricultural economy . Nevertheless in the following years the industry rapidly evolved and became characterized by specialization , industrialization and urbanization . This meant that employees depended and provided

entirely for themselves because of the sustainable flow of income . Even then from this early years communities still recognized and made it their responsibility to assist those in need especially where family efforts had failed . The assistance was channeled through workhouses and relief systems that were poor and not well thought-out (Trattner , 1999 . Slowly procedures to provide aid in a more organized manner were adopted generally through offering cash to particular categories of the poor . In a variety of states pension laws for single mothers were adopted to enable their children to stay with them instead of being taken to foster homes or other institutions . By mid twenties some communities had started to experiment with programmes that offered aid to the aged , the blind and generally disabled people
