The HR department deals with the HRM issues . The objective of Human Resources Department is to maximize the return on investment from the organization 's human capital and minimize financial risk . It is the responsibility of human resource managers to conduct these activities in an effective , legal , fair , and consistent manner . Small businesses deal with all the HRM issues themselves , whereas larger companies hire help from outside agencies to manage them . But most companies make sure that the employees are aware of personnel policies which conform to current regulations . The policies are often in the form of employee manuals and are provided to each employee

HRM consists of several processes like workforce planning , recruitment induction and orientation , skills management , training and development personnel administration , compensation in wage or salary , time management , payroll , employee benefits administration , personnel cost planning and performance appraisal . The key issues in HRM processes are getting the best employees , paying employees and providing benefits training employees , ensuring compliance to regulations , ensuring safe work environments and sustaining high performing employees . The implications of HRM policies are therefore significant for every company and their impacts exceed their potential
