Ronald Reagan , being the president at that time , launched the awareness of the Americans for the possible war between the US and USSR . In his speech in March 23 , 1983 , he stated through a speech , that there is a need for the US to protect itself against potential violent actions that could be done by the USSR . Through proper guidance from his presidential advisers , he decided to increase the funds allotted in the Defense Department of the state for the improvement of their and technology that would enhance their protection against the predicted attack of the USSR .From the analysis of political ideologists , Former President Reagan have mirrored three different strategies in to fully stop the foreseen aggression of the USSR for the United States to fully address the problem of the possible missile attacks . First , is the principle to refuse that the United States is vulnerable . The former president made sure that the United State would not be vulnerable in the missile attacks of the USSR by increasing the defense budget and providing technologically advanced machines such are ships , tanks and arms . The second principle that he presented was to operate from the position of strength . The US has remained powerful due to their perfectly justified acts when launching war against a state . The US until now , through the help of their policy makers and their wide ideological spectrum have created a strategy that had assured them power for many , many years .
