The government operates on the basis of a conservative economic policy , which is pragmatic in its approach . The British forces occupied the Cape of Good Hope in 1795 , which forced the Dutch settlers to move north in to establish their own republics in 1836 . The Dutch settlers established the independent Boer republics , like the Orange Free State and the South African Republic which was later on known as the Transvaal region .
