In response to this problem , F .W .Taylor published in 1911 , his now-famous book , The Principles of Scientific Management . The book merged Owen 's humanistic reforms with Babbage 's emphasis on science to produce a remarkable management theory . Taylor argued in his work that the objective of management is to secure the maximum prosperity for the employer , coupled with the maximum prosperity for the employee The attainment of this objective , he said , rested on four basic principles
1 . the development of a true science for every job so that the best method for performing each could be determined
2 . the scientific selection of workers to ensure that they have the right abilities for the job
3 . the scientific training and development of workers provide them with proper incentives to make them more productive
4 . Intimate , friendly cooperation between management and labor
Using experiments in time and motion , Taylor set production standards coupled with scientifically established incentives . Taylor believed that workers were economically rational . They would strive to be more efficient and more productive if in turn they would earn more to improve their level of living .
