INTRODUCTION

With the onset of the 2008 Presidential elections in the country , health care restructuring and development issues are flying high with the candidates and their plans for the country 's domestic guidelines priorities . The motives behind this are quite clear . The figure of the uninsured American citizens has surfaced a new high and is rising steadily . The number of medically uninsured citizens in the year 2000 was 16 million , and that in the year 2006 were a staggering 47 million Moreover , every passing year , 17 million adults do not opt for medical insurance due to the high health care costs in comparison to their relatively low incomes . Although , medical insurance provided by the employers tends to remain the major form of coverage for most of the American citizens , the vertical rise in the health care expenditure and premiums has slowly brought about a major decline in the financial potential of the people and numerous companies to offer medicinal coverage to their employees . As a result , more employers are now trying to surpass the medical costs or trying to finally purge it all together .In view of the efforts of the various policy makers linked to the presidential candidates , the Commonwealth Finance Commission on a High Performance Health System submitted a detailed report in November 2007 which closely examined how our present state of health concerns and medical insurance structure cleanly hinder a high performance orientated medical system . It also outlines a set of rules and guidelines for the policy makers to bring positive reforms in the health insurance system The report can be read at A Roadmap to Health Insurance for All Principles for Reform
