Varying countries across the globe have embraced different health care systems . Some opt for the universal health care while others embrace the private funded health care . In evaluating the characteristics of a good health care system , the World Health Organization (WHO ) developed three major aspects or important goals that any effective or efficient health care system was to ensure . Among the important issues that health care systems were to embrace were that the citizens should be in good health

across all ages and races , whether the system responded amicably to the needs of her citizens and whether there was fair financing . An effective health care system in the eyes of WHO is one with a high overall responsiveness or one that ensures good health to all the citizens . In such a system there must be fairness in terms of financing which should depend on the people 's ability to pay . This will focus on four major health care systems of the world that is the US , UK , Canada and Germany

Unlike other developed countries , the US fails to offer universal health care system . It embraces the `out of pocket ' approach which sees many Americans register higher rates of inaccessibility to quality and timely health care services .
