within companies have become more and more complicated due to the changes in the marketplace . As new competitors appear in the market and change starts pervading all of the operations of various organizations , managers look for new efficient ways of managing their scarce resources . Companies ' success in the market becomes strongly dependent of the managers ' capability to manage all of the resources which are in their disposal . People are one of the most important resources which companies possess , and they have often been described as the crucial factors of the companies ' performance
Personnel management and human resource management are very similar concepts because they both refer to the management of employees of the companies , but they have a very different impact on the activities of the company . As Armstrong (1987 :32 ) in Legge (1995 ) correctly marks , it is very important for companies to ensure that people are treated as a key resource , the management of which is the direct concern of top management as part of the strategic planning processes of the enterprise ' HRM needs to be planned in accordance with the company 's strategy . Human resources are in many ways different from other resources which companies possess because their performance can increase or decrease depending on various factors . HRM is thus more complicated that management of other resources and requires well-balanced strategic approach . Companies can perform well only in such a case when all of the employees are able to realize their potential , apply their skills and make sufficient contribution to the development of the company Correctly chosen performance appraisal methods play a very important role in this regard , because many employees are very sensitive to the recognition they get
One of the crucial tasks which human resource managers need to accomplish in to ensure the profitability of the company is the correct selection of employees . Like any other resources , human resources need to be purchased with regard to the value which they can bring to the firm . Organizations can apply different approaches to recruitment : 1 ) hire people randomly , with selection based only on their qualifications and education and 2 ) hire employees according to the recruitment plan which has been created in accordance with the company 's strategic goals . If organizations apply the first approach , they can often discover that no matter how highly-qualified their employees are they do not contribute to the organization 's goals in the long run
