They focus on ends rather than means . Example : provide high quality information services that satisfy user needs

Objective is the individual steps needed to meet Educational and Professional Goals . Objectives are clear , realistic , specific measurable , and time-limited , statements of action which when completed will move towards goal achievement . Objectives tell how to meet a goal . Objective is an aim or intended result of a strategy . It is an exact quantifiable , intermediate end that is achievable and marks progress toward a goal . Objectives are concrete statements that describe the things the project is trying to achieve
