It means that these nations which have the comparative advantage in the means of production have now access to cheap labor , a low cost of tariffs and ever growing amount of profit . Then , the Third World 's reaction would either be assimilation or revolution . If a specific country 's proletariat is up to the task , its duty is to wag a people 's war revolutionizing the economic base and the culture of a country at the same time
