In an article made by Jeffrey Butts , he discussed the changes in the juvenile justice system in the country and the decreases of the juvenile violence in the nation . In his writing , he intends to awaken the nation 's policymakers to think about the changes they made with the juvenile justice system and how that changes changed the statistics of criminalities in the country . His concern is about the young offenders if they are considered as delinquent , and their needs to be rightfully sentenced , even as being treated in the court

How quickly does the process occur , and does it ensure the safety of the public while guarding the rights of offenders ? Is the process designed to maximize each person 's chances of rejoining the law-abiding community '- these are the questions that Butts brought up in the first issue of his article

There is no ethical problem found with Butts ' statements in the because what he talked about is an open discussion of what does the system bring in the society . In fact , it helps because it awakens the government to make even just a little wondering of what is the real score of the system with the youth and the community

The lawmakers makes laws . What Butts sees is- the construction of the laws that are being implemented are never known to have undergone the consideration of the youth offenders and the society concerned about the changes being applied with the system . It 's a call for review , and as he have said , it may be a good timing for them to pause and reflect upon how they have changed the juvenile court and what its future should be
