Excessive Use of Force Use of excessive force has clearly become a systematic problem . The use of force by some of the law enforcers has gone beyond the limits set by law . Reports of these kind of cases are not new . In 2002 , 32 individuals were shot to death in questionable circumstances . In 2003 17 individuals have been shot to death . The most comprehensive pro of police abuse involves civilian complains of police brutality . In 2002 , there were 4616 complaints of police abuse , representing an increase of 12 from the 4121 complaints

Before every law enforcers are deployed in the field to perform their respective duties , they are expected to be equipped with knowledge on how to deal with lawless elements and the neccesary force to be applied in a certain situation to reprimand them . It is a settled fact that law enforcers should be the ones who should uphold the law rather than the ones who will break it . The increasing number cases of deaths related to police brutality clearly show that the use of excessive force is not an isolated case , but a practice that has long been corrupting by the system . Authorities must help in regulating field personnel for them to do a better job in assessing their judgement in matters that relate to field operations , particularly in the use of necessary force to deal with criminality . Also , these can be prevented if victims and their families are brave enough to report and disclose the violators . Fear of reprisals is the main cause of these contuing violations . The government should intervene and play a big role in stopping the practice of the use of exessive force by our law enforcers by giving justice to the victims Without this effort , this problem will truly continue in the system
