What is the local government doing about it ?The City of Cleveland 's local government has departments that help to control and avoid air pollution in their city with the help of the national government - the U .S . EPA and the Ohio Environmental Protection Agency which are in charge with the checking of the facilities compliance with the standards for criterion and dangerous air pollutants , while the Northeast Ohio Area Wide Coordinating Agency and the City

's Department of Health 's Division of Air Pollution Control are working on the issues of air pollution in the City of Cleveland /Cuyahoga . The latter , focuses on the compliance of the air emissions from industrial sources with the local , federal and state regulations . However , issues have been raised such as the low quality of service and the violations of the said agency that they were sued by the Justice Department for the reason of misspending budgets for the purposes of the agency . This resulted in the formation of the Cuyahoga Clean Air Council , a group of residents of the City and non-government organizations that addresses these problems to the Division of Air Pollution Control . Some of the Council 's recommendations have been adopted by the Division , yet most of the crucial reforms have no assurance of implementation . The Northeast Ohio Areawide Coordinating Agency (NOACA ) designated to plan out transportation and environmental improvements for the said area , including Cuhayoga released a 1990 Clean Air Act Amendments which declared Cuhayoga as a non-attainment region for carbon monoxide and PM resulting to the development of the State Implementation Plan with the Ohio EPA by NOACA , Ozone Action Day Program and an Air Quality Online . In 1996 the region was under an ozone maintenance plan , and in 1998 it was granted the U .S . EPA EMPACT for its Northeast Ohio Community Accessible Air Quality Monitoring Assessment System which will make accessible air quality information and solutions for problems to be encountered
5 . Is it enough ?Cuhayoga County has few ozone monitoring system and that it cannot give an accurate record since the ozone levels varies in the different parts of the county . Also the Division 's failure to perform its purposes and the recommendations of the Council that would enable to improve the services of the Division are yet to be implemented . Emissions from cars and trucks should be lowered in to improve the access to air quality control by using alternative fuels and vehicles powered by electricity . In to have a long term improvement in air quality sources of VOCs and risky air pollution should be eliminated and many programs such as Climate Wise , Green Star , and Great Printers were already implemented
