The Counter Terrorism Command is created through the merger of Metropolitan Police Special Branch and Anti-Terrorist Branch in 2006 In the process , the Command is given the intelligence-gathering and investigation capabilities without restraint against structural complexities . It is a specialist branch of England 's Metropolitan Police which is formally responsible for the territories in the Greater London except the City of London that is governed by independent City Police . The scope of intelligence of the Command is devoted to national security matters with special attention to issues of

subversion separatism , extremist activity and terrorism . On the other hand , the scope of its investigation and response against terrorism includes largely bomb threats in London

The responsibilities of the Command are explicit of its practical functions . Its intelligence and response mechanism enables it to apply both proactive and reactive campaigns against terrorism . Due to recent bombings in London , the major concern of the Command is focused on this specific location . As investigations outside London are automatically comprised of national concerns , the response capabilities of the Command are indirect on these matters . However , in terms of intelligence-gathering , the Command has direct links to national investigators even outside London . The Command is also under coordination with the people in London for information and security issues

The Command is also capable of shoot-to-kill strategies against suspicious people who are likely terrorist , bombers and the like . This operative license is referred to as Operation Kratos implemented by the mother organization of the Command which is Metropolitan Police . The strategy is culminated and took effect through consideration of authorities in Israel and Sri Lanka . Under the strategy , perpetuators are considered determined and also deadly that full-force and speedy action is necessary even in the absence of questioning to the suspected terrorists . Operation Kratos is sensationalized by the death of a Brazilian National who is later concluded as innocent . Magistrates in France have multiple functions varying to being investigators , judge and prosecutors which make them an efficient tool to mobilize other counterterrorism bodies such as the DST and DGSE effectively . The country has a decade-long history of terrorist acts since 1980s from Islamic extremist which polished their strategies over time . Compared to England that built their strategy from Irish extremists throughout its history and only recently it had experienced with Islamic groups , France has well-known reputation on being attacked and therefore arguably have a more dynamic framework . Most of the persecutions against terrorists are done proactively through intelligence-gathering and disrupting terrorist acts before they happen
