A comprehensive analysis of the mail delivery process and all costs associated with mail delivery services , as well as the mail room operational expenses revealed that we were wasting money every year just to have the mail dropped off and picked up at the Embassy by a local contractor . The local contractor would pick up our mail at the airport drive it to the Embassy , and pick up all outgoing pouches for drop off at the airport . Our mail room staff would break down the daily shipment segregate Helsinki 's mail and that of our serviced Russian and Baltic posts , slot the Helsinki mail , and then drive the serviced post 's mail which was approximately 80 percent of the daily load , back to the Embassy warehouse ironically located near the airport
In the summer of 2007 , Helsinki consolidated the APO mail room operation into the Embassy 's warehouse , terminated the local delivery contract , and assumed daily pick up and drop off responsibilities . We did not need to increase the ICASS staff and we anticipated saving USG 100 ,000 in FY 2008 . Moreover , in the interest of transparency and equitable distribution of costs , we intend to reach out to our serviced posts with a detailed cost breakdown of the services we are currently providing at essentially no cost to them , and seek the appropriate ICASS reimbursements
Jamal successfully guided the full network upgrade of the Mission 's classified system through the Global Information Technology Modernization (GITM ) process , while simultaneously coping with two separate , prolonged staffing gaps in key IM portfolios . With his organizational tactics and knowledge , he reviewed the project 's scope of work , verified system requirements data , completed required questionnaires , and delegated duties among the four-member upgrade team appropriately . He communicated clearly and effectively with more than 70 customers in our classified account to significantly reduce the size of their holdings and email inboxes . He explained that if these were not reduced , there would be a higher risk that their data would be lost or corrupted . Heeding this advice , our customers complied , holdings were reduced , and the project proceeded accordingly
Jamal also used the GITM upgrade to strengthen the IPC staff 's problem-solving capabilities by building team members ' self-confidence securing additional training in GITM-related courses and network security management , and encouraging them to engage...
