The emergence of American concept of national security in the initial decade of the second half of twentieth century was characterized by the establishment of intelligence analysis . The concept motivated the emerging transformation of the United States into a national security state . This was a reaction to the Second World War , particularly to the threat that was posed by the Soviet Union that came

in the aftermath of the war . The United States realized that it lived in a hostile world when its innocence was lost following the Japanese bombing of Pearl Harbor . It recognized that the United States was considerably vulnerable to attack from distant enemies , and that its interests could be directly affected by developments in the other parts of the world . The American comprehension of intelligence and national security was remarkably altered by Pearl Harbor and the beginning of Cold War . They viewed the concepts to constitute a complex blend of diplomacy , military might , and intelligence . This conception framed and equipped the central role of the United States in international affairs . Global information was necessary in understanding global threats to the United States national security . Intelligence , which was conceived of in terms of military operations during war , had to encompass not only enemy military forces but also global economic and political developments
