The American comprehension of intelligence and national security was remarkably altered by Pearl Harbor and the beginning of Cold War . They viewed the concepts to constitute a complex blend of diplomacy , military might , and intelligence . This conception framed and equipped the central role of the United States in international affairs . Global information was necessary in understanding global threats to the United States national security . Intelligence , which was conceived of in terms of military operations during war , had to encompass not only enemy military forces but also global economic and political developments
