The goal of inclusion is to ensure that all persons regardless of their race , economy , physical or mental limitations are not excluded from the societal activities . Students with disabilities have traditionally been in segregated classrooms . This standard is now perceived as unacceptable and unfair . The prevailing view is that they should be educated with their peers in a regular education setting (Kozol , 2000 ) Inclusive education is a concept that allows interaction between all students , regardless of their abilities . A goal of this model is to provide the same learning stimuli to all students thus allowing all students to participate in the creative learning environment . The issue becomes how to teach such differentiated students while adhering to the standards of NCLB . As the requirements of regular and special education programs merge , the goals and procedures of the classroom must adjust themselves to the new reality .
