the EU is an experiment in regional integration . It is the product of declining faith in the state system , whose credibility has been undermined by a variety of problems : the failure of states to deal effectively with critical social problems (such as poverty discrimination , corruption and environmental mismanagement , the failure of states to address problems that transcend national boundaries and most seriously the frequency with which states have gone to war with one another

Since the end of World war II European governments have been pooling authority in a new administrative and legal entity known as the European Union which now has 25 member states is home to 450 million people and has become the biggest economic bloc in the world

The European Union could provide a model that might eventually lead to the end of the state system as we know it and to its replacement with a new community of regional political and economic units and networks
