It is a discipline that while akin to private sector management also differs markedly because of different missions strategies , objectives , organizational structures and ways of doing work . Public Administration (PA ) in the United States , as in most other countries plays a critical yet misunderstood and under appreciated role It is thought of mostly as a necessity of the modern state , an amalgam of officious government departments and salaried officials with wide ranging powers that allow them to intrude and interfere in the lives of ordinary citizens . Apart from these intrinsically negative perceptions public administration in common opinion is also linked with bureaucratic misuse of power , highhandedness , and , in many third world countries with extreme corruption . These opinions , which even while they do not reflect the complete truth are possibly natural in the American society which values freedom of thought , speech and action , entrepreneurship and innovation , above most other ideals . While public administration officials do not count among the organizational heroes of the country (these distinctions being reserved for the business managers who head organizations like Microsoft , Google and Hewlett Packard , their contribution towards the development of the American state has been and continues to be significant and they play a vital role in American society .
