In the House , new legislation is handed to the clerk or put into the hopper , and in the Senate , new bills are introduced during the morning hour . The second step includes the possible movement of the bill to committees and subcommittees where there is bill revision and a general vote on whether or not the bill should be reported to the full House or Senate .
