The steps from the creation of a bill to its enactment into governmental law are plentiful and ripe with ways for the bill to be discarded However , the journey of a good bill which passes through all areas of government is exhilarating and poses hope for the citizens that correct decisions through the system of democracy will be attained . There have certainly been times and unjust bills have made their way successful into American law books , but as a

modern society , it is certainly the hope that justice will increasingly be served . The following is a summary of how a bill becomes law

First , there is the introduction of new legislation by any member of either the House or Senate . In the House , new legislation is handed to the clerk or put into the hopper , and in the Senate , new bills are introduced during the morning hour . The second step includes the possible movement of the bill to committees and subcommittees where there is bill revision and a general vote on whether or not the bill should be reported to the full House or Senate . A failure to act on a bill is equivalent to killing it , and the release of a bill in the House from a committee without a proper committee vote can occur by a discharge petition signed by a majority of the House membership Thirdly , legislation is placed on the calendar , debated , and then voted...
