A number of factors will have to be evaluated before any investment in can take place in Kava . These include , the available labor force , the potential for expansion in the tourism sector , industrial business opportunities , the government 's willingness to offer concessions and the expatriate policy operating in the country (Bezrukova , 2002 . Internally the company has faced challenges attracting staff to the island .
