This term was first coined in the speech of the 1932 's Democratic presidential aspirant by the name of Franklin Roosevelt . During his campaign speech , Roosevelt pledged a new deal for the Americans : which was aimed at providing a recovery plan for the nation through addressing the issues that were affecting the common man who was at the bottom of economic pyramid . The way to achieving the new deal was opened when President Roosevelt won in the election against his opponent Herbert Hoover who was being blamed for depression and the stock market crush . During his inauguration as President , Roosevelt unveiled his commitment to implementing the new deal that he had promised the American people . He outlined the strategies in which he went ahead to implement them defying opposition that was coming from his opponent , Herbert Hoover .
